Accreditation of Chinese-foreign Joint Institutions and Programs

Chinese-foreign cooperation in education refers to the education and teaching-learning activities legally implemented jointly by Chinese and foreign educational institutions in China with Chinese citizens as primary targets. It includes cooperative-run institutions and cooperatively implemented programs, usually referred to as joint institutions and programs.

Since 2009, CEAIE has been exploring an internationally integrated quality assurance mechanism fit for joint institutions and programs by introducing the US “accreditation” system. Targeting joint institutions and programs run by universities, colleges and high schools, CEAIE accreditation is an external quality assurance process that complies with government regulations and sector recognized standards. It is voluntary and accreditation of excellence. The purpose of CEAIE accreditation is to help improve the quality of joint institutions and programs, assist the government in strengthening monitoring and management, and to assist the public in identifying the quality of these programs.

CEAIE has developed accreditation standards for joint institutions and programs at university, college and high school levels respectively, and a set of accreditation procedures as well as operational and training manuals for accreditors and accredited institutions. More than 140 Chinese and foreign peers specialized in quality assurance, educational administration, international education and various sub-sectors and subjects of education were identified and included in a roaster of accreditors. In November 2013, CEAIE organized a training of accreditors by inviting WASC and NVAO experts to talk about American and European quality assurance practices in cross-border education.

In early 2013, CEAIE completed its first accreditation process which lasted 18 months and granted “accredited” status to a Chinese-Australian joint program implemented by Zhejiang Institute of Mechanical & Electrical Engineering. This accreditation practice was recognized by the accredited institute, the Zhejiang Provincial Education Department and the public as a “thorough body-check” and an impetus for the further development of the accredited institute.

Having observed the added-value and impact of accreditation, one joint institution run by a national key university and six joint programs implemented by five national demonstrative vocational colleges signed accreditation agreements with CEAIE. Also in 2013, CEAIE launched an action research on the means of quality assurance in international programs implemented by public high schools. Altogether five well-known high schools across the country took part in this research.

Features:

Self-regulationOn the basis of voluntary application, Accreditation is conducted by peer evaluators, which is a demonstration of self-discipline and self regulation;

ProcessEducational quality is continuously improved through mutual interaction; the accredited institutions and programs are periodically reviewed and randomly inspected.

AuthorityThe evaluators are composed of involved stakeholders, including education administrative mangers, peer evaluators, discipline experts, domestic and foreign assessment or accreditation experts.

InternationalizationThe accreditation procedure, methods and standards are geared to the international conventions. Letters of intent have been signed with 6 high-level quality assurance institutions in the U.S., the U.K., France, the Netherlands, Australia, etc.
Requirement:
Application is voluntary. Any Institution or project that meets all the following three requirements can submit an application:
The institution is officially authorized by local government or appropriate governmental organization to operate;
The institution adheres to theRegulations of the People’s Republic of China on Chinese-Foreign Cooperation in Running SchoolsandMeasures for Regulations of the People’s Republic of China on Chinese-Foreign Cooperation in Running Schools;
The institution accepts the Accreditation Standards and will perform corresponding obligations and responsibilities.
