Dr. Jiang Bo was Deputy Director General of the Department of the International Cooperation and Exchanges of the Ministry of Education of the People’s Republic of China from October 2004 to July 2005. He served as Chief Education Counselor and Director of the Education Office with the Chinese Consulate General in Chicago from December 1999 to July 2004. Prior to this position, he was Deputy Secretary General of the China Scholarship Council (CSC) from 1995 to 1999.
From 1981 to 1994, Dr. Jiang worked at Ministry of Education, PRC. Dr. Jiang completed his university studies of French literature and linguistics in China and in France. He did postgraduate studies in international politics in China and obtained his Ph.D. of Education in Britain in 1993. From September to November 1999, he was invited to visit the US as an Eisenhower Fellow. Dr. Jiang has a wide experience in international education and policy issues in higher education. He made seminal contributions on China’s government policy towards international student mobility, in particular on the reform of government sponsored students and scholars programs during the 1990s.

Ms. Yang has been an assistant professor and lecturer at the University of International Business and Economics in Beijing. She has worked in the Education Office, the Embassy of the People’s Republic of China, Washington DC, Third and Second Secretary in mid 1980’s and early 1990’s responsible for US-China education exchange programs.
Since October 2000, Ms. Yang has been Deputy Secretary General of China Education Association for International Exchange (CEAIE). Prior to that, she was Special Assistant to the President, Chinese Service Center for Students Exchange, New York Branch; and Director of the Division of European Affairs, Department of International Cooperation, Ministry of Education, the People’s Republic of China. Ms. Yang Meng holds a Master of Science from Cornell University, New York,USA and a Bachelor of Arts from University of International Business and Economics in Beijing. She studied in the Faculty of Arts and Science, at Queen’s University, Kingston Ont. Canada, for two years on the Student Exchange Agreement between Governments of China and Canada..

Deputy Secretary-General: |
Mr Lin Zuoping graduated from Huazhong University of Science and Technology and gained his Master's Degree in education at Hiroshima University. He used to teach at Huazhong University of Science and Technology, then worked at the Bureau of Foreign Affairs of the Ministry of Education, PRC. After that, he was appointed First Secretary at the Chinese Embassy in Japan. Mr Lin is currently the Standing Committee Member and Deputy Secretary-General of the China Education Association for International Exchange (CEAIE), and Council member of the Chinese Society of Technical and Vocational Education (CSTVE).
