Pilot Audit of Chinese-Australian Joint Institutions/ Programs by ASQA and CEAIE

Supported by the Ministry of Education, CEAIE and the Australian Skills Quality Authority (ASQA) conducted pilot joint audits to Chinese-Australian vocational joint institutions and programs in Beijing, Shanghai, and Ningbo from October 29 to November 4. 


ASQA is the national regulator for Australia’s vocational education and training (VET) sector. ASQA regulates training courses and providers to ensure nationally approved quality standards are met. ASQA regulates training VET providers both at home and abroad. 

This audit targets Chinese-Australian joint institutions and programs in Beijing College of Politics and Law, Shanghai Dianji University, Zhejiang Business Technology Institute and Ningbo City College of Vocational Technology. The audit team consists of Dianne Orr, Deputy Chief Commissioner, Jan Mulcahy, Regulatory Director, and Steven Morrissey, Principal Regulatory Officer from ASQA as well as staff from the Department of Cross-border Education Quality Assurance, CEAIE. Colleagues from the Ministry of Education, and experts in Chinese-foreign cooperation in vocational education were also invited as observers. 

This is the first time ASQA conducted audits to Australia’s offshore institutions and programs and the first time for CEAIE to carry out joint quality assurance with a foreign counterpart. Looking into the future, CEAIE will further its cooperation with ASQA based on the pilot audits, to promote quality assurance of Chinese-Australian cooperation in education.
